Abstract:
The Cold War arms race leads to the creation of potential weapons of destruction, while basic needs are not being met. It is therefore a matter of negotiating the transfer of part of the sums (10%) committed for armaments by the major industrialized powers to the developing countries. Many questions remain unresolved, including the weapons concerned, the evaluation and comparison of military expenditure, the verification of figures and the operation of the Fund. This symbolic project comes up against many uncertainties, including the confidence of states in the process under way.
