Abstract:
Cost allocation is an issue for any public good, but in national defence, the question is to what level of spending on national security is considered satisfactory. Defence is an indivisible public good (non-rivalry, non-exclusion) . What is the societal optimum for security? What are the choices between private goods vs. public goods, services and public goods vs. national defence? The evaluation often remains partial and biased, it depends on impressions, but also on interests. What is the level of determinism in public spending? The evaluation at time t is no longer the one that could be made a posteriori, given the new information.
