Abstract: France's 1988 national defence budget has three characteristics. Firstly, it is a budget for the general renewal of the credits granted for 1987. Secondly, it is the expression of choices that respond favourably to the general objectives defined by the last programming law. Finally, it favours capital expenditure over operating expenditure. Some ambiguities concerning in particular the unit costs of equipment and the dispersal of expenditure have been highlighted. It is a budget of waiting and uncertainty, put to the test by possible disarmament agreements between the Soviet Union and the United States.
