Abstract: Governments around the world have taken various decisions to mitigate the spread of COVID-19. Our study provides a better understanding of the dynamism between national culture and the different political choices made to counter the pandemic in 2020. Unlike existing studies focusing on formal institutional factors, this study applies a comparative approach concerning 17 European countries to demonstrate that the dimensions and cultural differences specific to each country, were determining factors in the choice or not of containment as the first political response adopted in the face of the COVID-19 pandemic. The results of this study show that policy responses regarding the same threat depend on the cultural orientation of each country.
