Abstract: Relations between the European Community and Việt Nam are best understood through a synergy of scales. A close examination of the ties—woven yet never fully severed—between Brussels and Hà Nội reveals three concentric circles on the European side: the inter-state, Community, and international levels. In response to shifting dynamics in Southeast Asia and their global repercussions, Việt Nam sought to mobilise both Community institutions and those member states most likely to revive dormant channels of cooperation. This strategy relied heavily on Franco-Vietnamese relations: France's pivotal p on at the heart of the European Community, its foreign-policy ambitions, and the prominence of Việt Nam's diplomatic mission in Paris provided crucial leverage. These supports shaped the trajectory of Euro-Vietnamese relations during Việt Nam's period of renewal and the broader consequences it generated. By using France as an initial conduit, rapprochement with the European grouping enabled Việt Nam to circumvent its international isolation and progressively give substance to its proclaimed omnidirectional foreign policy.
