Abstract: Based on a long-term analysis of the legitimacy conflicts that exist between the central State and local authorities in France, this article questions the impact of the health crisis on the influence of local authorities in national debate and more specifically on the issue of decentralization and territorial intelligence. It examines how Twitter was used in local authorities' public influence communication strategies, based on tweets' netnographic studies of local inner suburbs of Paris authorities and State services.
