Abstract:
This article examines the emergence of a French competitiveness cluster to understand how local actors have seized the public policy of competitiveness clusters to give birth to a collective actor. A longitudinal case study leads to consider the emergence of the collective as a regulation process designed to address the problems faced by the actors. The intervention of the cluster's management structure allows to offer a joint regulation, making the cluster happen as a collective.
