Abstract: The purpose of this paper is to show that, in a definition and a dynamic public value creation perspective, the Caisse des Dépôts is an original case. It is indeed observed on the one hand a consensual governance, where all stakeholders (State, politicians and professionals in the sector) are in contractual relations, causing it to develop the stakeholders theory as an agency model expanded. On the other hand, due to the stakeholders expectations harmonization, around the financial and societal dimensions, the public investor created a purposes/ways dynamic likely to register in the Public Value Management. This dynamic legitimate and perpetuates the societal purposes and which is self-supplied. It is also shown that the societal dimension is complex and that an attempt to objectification is brought by the multidimensional model proposed.
