Abstract: Under managerial pressure to modernize and improve the efficiency of its services, as well as the delay in reforming the penal system thus limiting its possibilities of action, the Moroccan penitentiary and rehabilitation administration has to execute prison sentences at a time when prisons are already overcrowded. It has also to deal with a particular population whose number are increasing at an alarming rate under the constraints of limited human and financial resources. The aim of the present research project is to evaluate the outcomes of the reforms implemented within this administration. Therefore, and relying on a thorough review of the literature on prisons as well as an analysis of the reports and statistics from the General Delegation for prison administration and rehabilitation within the framework of an action-research methodology, we were able to raise the challenges facing this administration in its quest to improve its management. The proposed ways of modernizing affect the legislative, strategic and organizational aspects.
