La culture entrepreneuriale des collectivités territoriales au service de la création de valeur sociale: une approche par études de cas

Abstract: This article asks how the implementation of an entrepreneurial culture in communities fosters the creation of social value. To answer this question, we conduct a literature review focusing on culture and its organizational and entrepreneurial dimensions, as well as on the concept of social value. We then present the results of two longitudinal case studies based on our observations and a study of the documents provided by the authorities of the two companies involved in the two cases. These results show that the entrepreneurial culture implemented in the two contexts studied takes the form of an entrepreneurial orientation teleologically oriented towards the creation of social value. The adoption of an entrepreneurial culture based on risk-taking, proactivity and innovation improves efficiency in the creation of social value in the two cases studied, insofar as it enables better use to be made of the strategies employed and the allocation of resources, and encourages action and the construction of alternative income-generating opportunities.
