Abstract:
Since the mid-2000s in France, and even more so since 2010, the measurement of fuel poverty has been the subject of abundant academic and professional literature on the data on which it is based. What does it mean to measure fuel poverty ? What processes are involved ? Relying on a literature of the sociology of quantification, we show that measuring fuel poverty is an activity that relies on a complex double 'circulation' of data and metadata and that discrepancies of energy access, in data and indicators, is displayed in the interstices of this circulation.
