Abstract: This article addresses cooperation within organizations' workteams from the perspective of the psychodynamics of work and the theory of the gift/counter-gift. The survey conducted within three French government departments delegated by central to local government provides an understanding of the challenges that cooperation entails when the organization of work is reinforced or complexified—here, in a context of modernization of public services greatly influenced by New Public Management (NPM). Unlike empirical studies on the subject, our analysis of 79 semi-structured interviews reveals effective and high-quality cooperation both horizontally (among peers) and vertically (with the hierarchy). The concept of "living together" can largely explain this outcome because it reinforces trust and supports the dynamics of the gift/counter-gift. In conclusion, we highlight the problematic nature of the individualistic approach prevalent in reforms. Although we argue that cooperation cannot be achieved at will we do suggest a number of managerial actions that can facilitate matters. As a research perspective, and to address the limitation of this contribution, we suggest exploring the influence of peer recognition on cooperation.
