Abstract:
"In January 2020, as part of its GEND 20.24 plan, the Gendarmerie nationale created a transformation department, whose mission includes driving innovation within the Institution. The gendarmerie is thus one of the first central government departments to devote a service to change management. The symbolism is powerful: the transformation department reports directly to the Director General, just like, for example, the operations and employment department, which defines the gendarmerie's intervention doctrines, or the military personnel department, which performs human resources functions. Far from signaling a new interest in innovation, the creation of this department enshrines a culture of innovation that has long been present in the gendarmerie. (...)"
