Abstract: This paper examines the factors influencing reluctance to take out fire insurance in Goma (DRC), despite its legal requirement. It uses a mixed-methods approach: a quantitative survey of 232 respondents (usable sample n = 224 after consistency checks) and 16 interviews with stakeholders on the supply side (4) and the consumer side (12). The quantitative data are analyzed using exploratory factor analysis (PCA/Varimax) followed by confirmatory factor analysis via LISREL, parametric tests (ANOVA, t-tests) and non-parametric tests (Kruskal-Wallis and median tests) complement the examination of differences between groups. The results reveal four main dimensions: the unpleasant insures' reputation, ignorance regarding the importance and mandatory nature of fire insurance, institutional failures in regulation and enforcement, as well as a preferential use of informal substitutes (solidarity-arrangements-providence, solutions perceived as substitutes). Addressing these challenges calls for reforming insurance communication and education policies through training and awareness campaigns, improving customer relations by insurers, as well as strict and more effective enforcement of the legal and regulatory framework.
