Abstract: This doctoral research investigates how small organizations produce actionable intelligence despite strong cognitive, temporal, and informational constraints. By bridging Knowledge Management (KM), cognitive sciences, and intelligence studies, it proposes an integrative theoretical framework combining bounded rationality (Simon), C-K theory (Hatchuel & Weil), dynamic routines (Feldman & Pentland), and instrumental genesis (Rabardel). A qualitative methodology, combining artifact analysis and think-aloud protocols, aims to model the interactions between cognitive devices, analytical practices, and organizational routines. Expected contributions include an integrative model for constrained-context analysis, an operational artifact (C-PIM-C), and a practice guide tailored to small structures. This work addresses a blind spot in intelligence studies: the study of small organizations, where analysis relies on informal and distributed practices.
