Abstract:
This research examines the emergence trajectory of a cultural and creative entrepreneurial ecosystem (CCEE) based on a longitudinal case study of Cannes conducted over more than twenty years. The objective is to understand how a territory progressively builds a favorable environment for Cultural and Creative Industries (CCI), by articulating heterogeneous institutional logics and discursive and material dynamics. Drawing on a processual approach, the analysis relies on mixed methods grounded in a lexical analysis of strategic documents (internal notes and records). The study reconstructs three key phases: the initial impetus, marked by a strong political will but primarily driven by a state logic; the birth stage, during which economic and creative strategies are deployed to position the territory within the CCI; and finally, the consolidation phase, characterized by the progressive hybridization of logics and the growing importance of material infrastructures that crystallize territorial ambitions. The findings show that the emergence of a CCEE depends less on linear planning than on the coexistence and recomposition of sometimes contradictory institutional logics (state, economic, creative, strategic). This hybridization, strengthened by the structuring role of places, contributes to the construction of a territorial narrative while revealing the limits of an effective integration of CCI within strategic frameworks. This research provides two main contributions: (1) it offers a processual and contextualized reading of the emergence of cultural and creative entrepreneurial ecosystems; (2) it elucidates the mechanism by which CCI are marginalized in the development of the CCEE.
