Abstract: This research investigates how gender equality, initially formulated as a broad normative commitment, has been operationalized within EU research policy. Rather than focusing on gender as a social issue per se, the paper uses it as an analytical entry point to examine broader transformations in the governance of science in Europe. This article addresses the following question: How is a global objective such as gender equality operationalized within EU research policy, and what does this process reveal about contemporary modes of governing science in Europe?
