Abstract: The chapter by Borrás and Sebillotte analyzes the strategies and actions implemented within the framework of the Plan Nacional Argentina Saludable (2009), which aims to promote healthy eating and improve the nutritional quality of food. Using a qualitative approach, the authors examine the development of food policies and the involvement of a wide range of public, private, and civil society actors. The chapter traces the evolution of food policy in Argentina from the beginning of the twentieth century to the first decades of the twenty-first century. In particular, it highlights the emergence of new public policy instruments based on increased cooperation between the State and private actors. These instruments include framework agreements with the food industry, voluntary agreements, and joint public-private committees organized around thematic working groups. They address issues such as front-of-pack nutrition labeling, the reduction of sodium and sugar content, the elimination of trans fats, and the improvement of school food environments. Their implementation reflects the emergence of new forms of governance, while also revealing tensions, conflicts of interest, and coordination difficulties among different actors and levels of government. The authors conclude that food policies have gradually shifted from an approach focused on vulnerable populations to a public health perspective targeting the population as a whole. However, public action remains strongly shaped by situations of social emergency and by the need to address immediate food needs.
