Abstract:
As non-governmental partners become increasingly involved in the production and delivery of public goods and services, existing models of public action and management are being challenged. Public value and Moore's "strategic triangle" model are a relevant—and still underutilized—way to analyze such interorganizational relationships. From this perspective, this article applies and adapts the strategic triangle and the concept of public value to the analysis of public–private relationships in order to understand the complex role of public managers involved in the public–private implementation of public action. The originality of this research lies in the analysis of the strategic triangle through the lens of Actor-Network Theory in order to identify links between controversies and the alignment of the triangle's vertices.
