Abstract: Ten years after the first law was passed, research on the "Zero Long-Term Unemployment Territory" (ZLTUT) pilot program has yielded consolidated results. What were the effects of this pilot program on the people involved and on integration and employment policies? What challenges did it pose? Due to multiple constraints, the implementation of the pilot program led to a dilution of the initiative's most original features. Furthermore, its socioeconomic model overlooks both fundamental issues of work organization and the dynamics of local individual and institutional investment. As we enter a phase of "normalization," the formulation of public policies should incorporate these research findings if it is to preserve the revolutionary spirit originally embodied in the initial legislation.
