Abstract: Transition toward a circular economy: A longi- tudinal case study of regional governance This article examines the role of a French regional government in the societal transition process as it governs its territory's transition toward a circular economy (TCE). This governmental authority faces three paradoxes identified in the multidisciplinary literature: entanglement in a resistant regime, steer- ing an unpredictable transition, and promoting emerging self-organizing networks. The longitudinal case study examines the development of a regional TCE plan, involving 150 participants, and the launch of its implementation, revealing workarounds rather than resolutions of these paradoxes. The findings open up avenues for research into two distinctively French features identified in this governance: TCE as a driver of territorial development and the incompatible combination of the roles of decision-maker/funder and intermediary actor. These findings invite TCE actors to come together in arenas distinct from the regime and experiment with TCE meta-governance through action research.
