Abstract: This paper highlights a tension between two strands of literature: a minority strand focusing on the transition towards a transformative circular society (TCS), featuring bottom-up activist initiatives that challenge conventional institutional, social and economic logic; and a transition towards a circular economy (TCE) driven by a conventional regime seeking to maintain the status quo. This tension leads us to examine what is happening in terms of institutional logic at the intersection of these two forces of transition—self-organising and institutional—from the perspective of the societal transition process. A longitudinal participant observation spanning nearly 10 years, within a collective of citizens and economic actors, highlights this questioning of institutional logics in negotiations with local authorities regarding a TCS project to save a site from demolition and over-development, involving the securing of a long-term lease, and its subsequent developments.
