Abstract: Drawing on Articles 16 and 21 of the Convention on the Rights of Persons with Disabilities (CRPD), this paper argues that efforts to prevent and address the abuse of adults in vulnerable situations depend on the social conditions that enable their voices to be heard and circulate. The TACT action-research project (2021–2024) analysed reports of abuse as expressions of power relations embedded in a system that produces silence and in the fragmentation of institutional pathways within public policy at both local and national levels.
