Abstract: In a context of natural resource scarcity and rapid transgression of planetary limits, territories must be able to operate a paradigm shift at the local level. This literature review examines the role of governance in Industrial and Territorial Ecology (ITE) initiatives within the tensions that can exist between long-term viability strategies and strong sustainability principles. After introducing the topic and the methodology used, the following sections will present the different phases of evolution of ITE research, its vision from a weak or strong sustainability perspective, and the long-term viability challenges related to governance. The conclusion will present how ITE research has evolved towards a broader ecosystemic lens and will then identify the limitations that have led to the emergence of new issues and research perspectives.
