Abstract:
Brownfield redevelopment is a strategic lever to address sustainability and land-use efficiency challenges. Yet local decision-makers lack tools to objectify trade-offs and account for the diversity of criteria involved. This study introduces a Design Science-oriented artefact, materialized by a multi-criteria decision analysis (MCDA) model designed to compare reuse scenarios through a structured, transparent and context-sensitive approach. Developed iteratively, the model draws on 33 expert interviews, two participatory workshops and evaluations on three real-world brownfield sites. It integrates 77 hierarchically organized criteria across 25 key parameters, spanning two levels of analysis (site and building). Implemented in Excel, the tool was tested by practitioners and brownfield owners, who praised its clarity and operational relevance. Contributions include the design of a participatory MCDA tailored to territorial constraints and multi-stakeholder complexity, the application of Design Science Research principles, and the advancement of DSS approaches in the field of sustainable urban planning.
