Abstract:
This study explores how a service ecosystem can emerge to support urban logistics in port cities – a topic that remains largely unexplored in existing research, aside from the contribution of Browne et al. (2017). This study adopts an exploratory and abductive approach suited to the analysis of emerging phenomena. The case of the port city of Le Havre highlights forms of cooperation between the city and the port, the institutional arrangements that support them, and the dynamics of resource integration. The research proposes a characterisation of the port-urban logistics service ecosystem and its emergence, transferable to other contexts, and contributes to a reciprocal theoretical enrichment of the service ecosystem concept and port-urban logistics. On a theoretical level, it formalises the ESLUP and identifies key factors in its emergence. On a managerial level, it informs public and private decision-making by specifying the conditions conducive to the activation of such ecosystems, often hindered by prolonged latency.
