Abstract:
This paper analyzes the origins of the currency board project in Lithuania, the conditions in which it was shaped and the conditions of its actual setting up. It stresses a convergence on Lithuania of an international dynamics of proposals of such schemes for the countries of the former soviet bloc and the development of local relays. Then it looks into the debates and reports that followed the official announcement in October 1993, by the Prime minister, of the project of a currency board. Finally, it shows the scheme as shaped by the law on the litas credibility voted on the 17 march of 1994 and the immediate problems coming from this conceiving.
