Vers une typologie des dispositifs d'Intelligence Territoriale dédiés aux pme fondée sur la complémentarité des approches d'IE et de KM

Abstract: Territorial Intelligence (IT for Intelligence Territoriale in french) can be considered from different point of views. Some look at it from the point of view of territory while some considered it from Economic Intelligence (IE) perspective and others present it with the point of view of territorial devices which perform "intelligent" activities. In this paper, we propose a variant of the third point of view in approaching IT. This variant is based on definition evolution, application and functional complementarities of EI and Knowledge Management (KM) approaches. In fact, the last 15 years have seen a quasi-simultaneous emerging of "Economic Intelligence" and "Knowledge Management" concepts. These concepts have seen the emergence of three new concepts in the early 2000: "Territorial Economic Intelligence (IET)", "Territorial Knowledge Management (TKM)" and "Territorial Intelligence (IT)". We have thus, developed an IT vision from these three concepts with the help of a set of territorial devices which can be qualified as IT, IET, or TKM devices. Our IT vision presents an IT devices typology draft founded on two different points of view: the first gives prominence to IE and KM functions, the second gives prominence to recipients and goals of IT devices. With the point of view of Nation as a territory, this categorization helps us to qualify some strategic choices in relation with some types of "territorial intelligences".
