Abstract:
Outpatient medicine is framed by a conventional device negotiated by representatives unions and government. The development of these agreements, power games, and degree of representativeness is poorly known. The purpose of this work is to clarify this phase with a textual analysis of union representatives and readers of a medical newspaper named Le Quotidien du médecin. It shows that the unions discourse is far from general practitioners discourse. The major unions are involved in a growing ideological competition leading to a progressive loss of their bargaining power. This lead to conventional agreements dictated by the government. This situation crystallizes discontent and actions from which major unions are excluded.
