Abstract: From an institutionalist economics and legal perspective, this article aims to understand how digital micro-work platforms operate by analysing their terms of service agreements. We show that these platforms are veritable work-ordering entities, defining tasks to be performed, assigning them to individuals, setting goals, and recommending, controlling or even sanctioning the adoption of certain behaviours in return for payment. This raises the question of how the relationship between these platforms and micro-workers should be regulated by law.
