Abstract:
Hurricane Katrina has led to three main inquiries: House of Representatives, The White House, the Senate. This study examines the first of these reports. As previously done on other official inquiry reports, the goal is to determine and clarify the key factual findings and the most stimulating lessons for the handling and steerage of such off-the-scale events. Moreover, whenever it seems relevant, we try to extend the reflection offered by the report to help prepare for unconventional crises which are increasingly our most vital challenge.
