Abstract: This paper explores how the phase of the empirical verification has taken precedence over other phases of research in development economics. This trend involves the temporary spotlight on: the institutions, their reach, their effects and their evaluation. The hypothesis is that the fashionable methodology is scientism and its use by international organizations is positivist.
