Working Papers from HAL
Abstract:
In the postal sector, the opening up to competition promoted by the European Union and the decrease of the traditional mail activity raised profound changes. The purpose of this paper is to analyse in this new environment the transformations of operators' ownership and behaviours, and too public service obligation assigned to the operators by national authorities. Its shows first the great diversity of operators and second the variety of national public authorities conceptions in this sector, characterising the coexistence in Europe of multiple models.
