Computing the Optimal Weights in a Utilitarian Model of Apportionment

Abstract: We consider the model of optimal apportionment introduced by Koriyama et al. (2011 [8]) and suggest an iterative algorithm for the numerical optimization of the utilitarian social welfare function that is applied to the case of the European Union (EU). Our results confirm that the optimal system of weights exhibits a form of degressive proportionality.
