The Effect of public financial incentives on the supply of long-distance carpooling services: the case of France

Abstract: This paper presents an empirical analysis examining the effect of a public subsidy of 100e for new carpooling drivers in France for long-distance travel during the year 2023. The study utilizes original data spanning from 2020 to 2024, focusing on the intermodal and intramodal factors influencing the probability of attracting new carpooling drivers. The primary findings from the Seasonal-Trend decomposition analysis confirm the impact of COVID-19 restrictions in 2020 and the subsequent rebound in 2021 and 2022. However, the year 2023 does not appear significantly different from the others. To explore this further, a Multiple Linear Regression model incorporating a large panel of variables was developed. The results confirm the insignificance of the subsidy on the number of new carpooling drivers. However, they highlight two main factors explaining the increase in new drivers: the transport shortages and seasonality (peak demand periods).
