Abstract: The customs tariff is a dual-purpose economic instrument, oscillating between its function as a fiscal lever and its role in economic protectionism. On one hand, it serves as a source of state revenue by imposing duties on imports, thus contributing to the financing of public expenditure. On the other hand, it acts as a strategic tool to shield domestic industries from foreign competition by making imported products more expensive and encouraging the consumption of locally produced goods. Under the Trump administration, this protectionist approach materialized through a significant increase in customs duties, particularly targeting imports from China and the European Union, with the aim of reshoring production and reducing the United States' trade deficit. The implementation of these tariff measures under the Trump administration in 2025 has produced mixed effects. On the one hand, certain domestic industries such as steel and aluminum benefited from increased protection, which led to a rise in local production and employment in these sectors.
