Abstract: This document presents the report of the task DL 4.1. of the FREILOT project, i.e. the evaluation methodology to analyze the technical performance of four ICT-based systems in four different cities. In this document, the main hypotheses and choices made to deploy an evaluation framework are presented, as well as the main methodological elements that were used to develop and deploy this framework. Moreover, the evaluation plan is also included.
