Abstract: Whereas the literature on optimal road pricing has mainly focused on the issue of dealing with congestion, in most cases road tolls have been introduced in view to financing new projects. The question of optimal toll is therefore that of a trade-off between the user-payer and the taxpayer, in the same way as it was raised by Jules Dupuit in the middle of the 19th century. Keeping in this spirit and on the basis of several simplifying assumptions that are suitably verified in the real world, a calculation of an optimal toll is proposed in the case of a single project considered for construction. This toll is a function of the marginal cost of public funds. However, in the case of the combined optimisation of a programme of several projects and their pricing, the optimal toll of each project no longer depends on its financial characteristics.
