Policy Achievement as a Collective Good: A Strategic Perspective on Managing Social Programs

Abstract: The theory of policy implementation yields conflicting predictions. Depending on the case and the perspective of the observer, policy control over the bureaucracy ranges from loose or non-existent to oppressive and pernicious right down to the street level. This paper presents a theoretical framework to account for the divergent and often unsatisfactory outcomes of social policies. This framework draws on game theory, principal-agent theory, and positive political theory to incorporate considerations of strategic conflict into social program administration and to identify their implications for social policy design and management.
