Abstract: Implementation of the national program on step-by-step improvement of compensation plans in the state (municipal) pre-school education institutions promotes annual salary increase of teaching staff. To improve compensation plans the government has determined efficiency and quality enhancement rates in pre-school education in correlation with the stages of transition to the performance-based contract of employment. The study shows major characteristics of activities promoting introduction of the performance-based contract of employment in pre-school institutions, key positions by types of activities of teachers of nursery schools and their professional achievements for incentive rewards, availability and amount of which is determined by their performance. The study accesses risks of low purchasing power of wages and teachers’ satisfaction by their amounts. Existing circumstances require improvement of compensation plans of teaching staff due to changes in the very nature of teaching activities in the context of increased academic workload and intensification of their labor. The study is based on sociological surveys of heads and teachers of pre-school institutions conducted within the frameworks of the Education Economics Monitoring by NRU HSE in 2020-2021, and analysis of statistic data on activities of organizations participating in the programs of pre-school education, training, upbringing and child care for children of early and pre-school age.
