IB_7(49). Salaries of Russian University Faculty and Researchers: Differentiation, Structure and Incentive Contacts

Abstract:
The information bulletin considers the dynamics, structure and differentiation of salaries of Russian university faculty and researchers by university status and types of research institutions, position, region, age groups, publication activity and other parameters. We consider the components of the incentive contract, including the prevalence of different types of bonuses, job and income satisfaction as well as satisfaction with current system of incentive bonuses. The material uses Rosstat data and data from surveys of Russian university faculty and researchers, which were carried out in the framework of the project Monitoring of Educational Markets and Organization. Key conclusions: • Nominal salaries of university faculty and researchers increased almost threefold during 2013-2022. In 2021, the ratio of the average salary of faculty and researchers to the average for the economy was 2.2 and 2.7 respectively, which is consistent with the target indicators of the May Decrees of the President of the Russian Federation. • The faculty of Moscow-based universities earns 60% more than faculty of regional universities. Administrative workers and research fellows earn higher salaries than teaching faculty. • Among university faculty highest salaries are earned by faculty older than 60, while middle-aged faculty and especially young faculty earn considerably less. This may lead to low attractiveness of faculty jobs for youth and create difficulties with attraction of young faculty. This trend is less pronounced among researchers: highest salaries are earned by middle-aged researchers. • High publication activity and presence of publications in WoS and Scopus positively affects salaries of university faculty and researchers. • Tariff (fixed) component of salaries of university faculty is 73%, and variable part is 27%. Researchers have the highest share of variable (incentive) part. Researchers are less satisfied with existing system of incentive bonuses, since high variable component provides high uncertainty about their income. • Among incentive payments, publications in WoS, Scopus and VAK are most rewarded. Leading research universities pay incentive bonuses with differentiation for a type of publication, based on scientometrics indicators, and other universities don?t distinguish between publications of different quality.
