預金取扱機関の金融仲介機能の定量化: FISIMアプローチによる日米比較

Abstract: わが国では、銀行を中心とする従来の金融仲介システムに対し、変革が求められているが、金融仲介の実態について、これを機能別に定量化するという議論はあまりなされていない。93SNAでは、金融仲介サービスを計測するための手法として、FISIM（Financial Intermediation Services Indirectly Measured）が提案されているが、GDPへの適用も含めた実用化には至っていない。そこで、本稿では、FISIMの概念を応用しながら、預金取扱機関の金融仲介機能を、決済サービス、参加サービス、情報生産、期間変換の４つの機能に分けて、90年代の日米の定量的な比較を行なう。この結果、対名目GDPでみて、いずれの機能においても、日本が米国に対して劣っていること、とりわけ、低金利という状況で、従来の預金受け入れを通じた決済サービスがビジネスとして成り立たなくなっていること、一方、米国では、伝統的な金融仲介機能が相対的に維持されていることが確認される。
