Incidence analysis of higher education financing system in Spain using a behavioural model

Abstract: The aim of this paper is to analyse the distributive effects of some potential reforms in the Higher Education Financing System using a behavioural model, for the Spanish case in the new millennium. Specifically, improvements in income distribution due to some reforms in the educational policy are evaluated, based on international trends and “experts” recommendations. These measures refer to changes in quantity and coverage of grants, tuition fees and public subsidies per student in public universities.
