Abstract: Hungary had been in a very special and particular situation when joining the EU in 2004. At that time, the 7-year financial and planning period had already been in process, which had been worked out on the basis of strategy made before the enlargement of the EU. At the same time we have determined the following objective: the cities – due to their importance – must be given an appropriate role and support within the EU in the future.
