Abstract: This document is part of a series of studies commissioned by the Inter-American Development Bank for the first meeting of the Regional Policy Dialogue in Transparency and Public Policy, to be held in the Bank's Headquarters in Washington, D.C., the 26 and 27 of April, 2001. It discusses challenges for development in Latin America and the Caribbean in terms of government modernization, as well as the importance of civil service.
