Determinants of the information systems effectiveness at the Ministry of Communications - Kuwait

Abstract: As the role of information systems (IS) in public institutions continues to broaden in scope and complexity, it is imperative to determine whether they are effective and how they can be improved. A research model was adopted to investigate IS effectiveness and its determinants at the Ministry of Communications (MOC) of Kuwait. The research model includes five constructs - system quality, information quality, service quality, user satisfaction, and impact on job performance. Ten hypotheses were formulated and tested. The findings substantiate the importance of systems quality, information quality, and service quality as determinants of IS effectiveness, as measured by user satisfaction and impact on job performance. These findings should serve as a foundation for future efforts aimed to improve IS effectiveness at MOC, and contribute to the growing literature on IS effectiveness in public institutions in developing countries.
