Public-private partnership in the sports sector: a scan of the extant literature on the policy environment, global perspectives, and projects implemented by other sectors in India

Abstract: India bagged the highest medals at the 2021 Tokyo Olympics and Paralympics. The Ministry of Youth Affairs and Sports (MYAS) has set its goals for India to finish within the top-25 medal rank by the end of the decade, i.e., the 2028 Olympics. In the past decade, the private sector has invested in several segments of the sports ecosystem, namely infrastructure, talent development, and ownership of teams in franchise-based leagues. Given this trend, adopting public-private partnerships (PPP) is expected to play a significant role in achieving India's sporting ambitions on the world stage. The study's objective is to explore existing literature on PPP from the lens of the sports policy environment and examine the implementation strategies adopted by other sectors. In addition, it provides managerial implications on how state governments across India can develop a framework for implementing the PPP model within the sports sector.
