The interplay among processes, legal regulations and information technology: implications for the public administration

Abstract:
The complex environment of modern society requires constant reforms of the government (public) sector. One channel through which the government sector is being reorganised is the introduction of process management. In this paper, we analyse the interplay among the processes defined according to the ISO 9001 standard, the legal regulations determining these processes and information communication technology support. The stability of management is shown to be greatest if processes are formalised by means of appropriate legal regulation, with a precisely established procedure, subjects, tasks and the necessary data, followed by a specification of information application support for the process.
