Abstract: Although the concept of delay management and related tools and techniques has been vastly investigated in project management, they are less examined with proper multi-criteria decision-making (MCDM) tools. In addition, as decision makers prefer to provide their judgements in fuzzy environments, it is recommended to combine MCDM with fuzzy logic. To fill this gap, this research applied probability of occurrence, loss intensity, and probability of control as decision making criteria to rank delay factors of construction projects. A potential list of 15 delay factors was extracted from previous literature. Following, a TOPSIS-fuzzy TOPSIS approach is applied to rank delay factors of construction projects. The results show that delay in following up issues and making correct decisions by the employer, delay in payment of salaries of employees, personnel and subcontractors, and delay in payment of status statement by the employer are the most important causes of delay in construction projects.
