TWO- SPEED EUROPE NOT INCLUDED IN ROME DECLARATION

Abstract:
Rome Declaration of European Council from 25 March makes a brief mention to flexible or differentiated integration promoted on the basis of enhanced cooperation stipulated in the Treaties, but makes no mention to the concept of Two-Speed Europe, which shows that it came to a compromise between the two camps, the supporters and the opponents of the concept. Any major change of Lisbon Treaty is practically impossible, especially in the current context created by Brexit, when the Union needs more than ever to drive its unity and less disputes or controversies.
